You receive the Holy Spirit when you believe in Jesus as your Savior.

Receiving the Holy Spirit means God sends His Spirit—who is also God—to live inside of you. If you understand that Jesus is God’s Son who died on the cross to take the punishment for your sins and that He came back to life and returned to heaven, and if you put your faith and trust in Him to save you from your sins, then you will belong to Jesus forever. The sign that you belong to Jesus is that you will have His Holy Spirit inside of you forever.
